General Information

1. What is the RTI Act? The Right to Information (RTI) Act, 2005 is a central legislation that empowers Indian citizens to seek information from any public authority. It mandates timely responses to citizen requests for government information.

2. Who can file an RTI application in Manipur? Any Indian citizen can file an RTI application. There is no requirement to give reasons for seeking the information.

3. Which body oversees RTI matters in Manipur? The Manipur Information Commission (MIC), accessible at maninfocom.nic.in, is the apex body that handles second appeals and complaints under the RTI Act in the state.

Filing an RTI Application

4. How can I file an RTI application for Manipur government departments? You can file an RTI application in three ways: online via rtimanipur.gov.in portal, by post (registered/speed post to the concerned PIO), or in person at the office of the Public Information Officer (PIO) of the relevant department.

5. Is there a prescribed format for an RTI application? No, the RTI Act does not mandate a specific format. You may write your application in plain language, clearly mentioning the information sought and your contact details.

6. What documents do I need to file an RTI application online? You need to upload self-attested documents in PDF format (maximum 5 MB). You also need to attach a receipt for payment of the ₹10 application fee, or a BPL certificate if you belong to a Below Poverty Line family.

7. What happens after I submit my application online? After successful submission and OTP verification, a unique diary number is generated. You can use this number to track the status of your application at any time.

8. What if I face difficulties while submitting the form online? If you encounter issues during initial submission, you can re-attempt the process using your previously registered username and password to complete it.

Fees

9. What is the application fee for filing an RTI in Manipur? The application fee is ₹10.

10. How can the fee be paid? The fee can be paid via Indian Postal Order (IPO), Demand Draft (DD), Banker's Cheque, cash against receipt, or online through internet banking, debit/credit cards (Visa/MasterCard/RuPay), or UPI.

11. Are BPL applicants required to pay the fee? No. Applicants holding a valid Below Poverty Line (BPL) certificate are exempt from paying the application fee.

Response Time

12. Within how many days should I receive a response? The PIO is required to respond within 30 days of receipt of the RTI application. If the PIO seeks assistance from other officials, the time limit may extend to 45 days.
